The OPEN RECORDS law went into full effect on January 1, 2009 and it states, in sharp distinction to the previous law, that all documents will be presumed to be open to the public unless the agency holding them can prove otherwise. The 2009 law also states, "Unless otherwise provided by law, a public record shall be accessible for inspection and duplication by a requester in accordance with this act."
Who may request records? Any United States citizen may request public records in Pennsylvania. The law explicitly defines "requester" as "a person that is a legal resident of the United States and requests a record pursuant to this act. The term includes an agency."
How can records be used? There is not restriction on the use of records, nor can records be denied based on intended use.

Pennsylvania Right to Know Law:
- The Pennsylvania Right to Know Act, also known as the Pennsylvania Sunshine Law, is a series of laws designed to guarantee that the public has access to public records of governmental bodies in Pennsylvania.
- Right-to-Know Responsible Person(s):
The Greene County Chief Clerk is responsible for managing county business and the Open Record Requests subject to the Right to Know Policy, as well as overseeing the county departments. The Office of the Chief Clerk is responsible for keeping records, books and accounts of all administrative offices, filing papers and proceedings and attesting to all documents authorized by the Board of Commissioners. The Chief Clerk ensures that everything is done legally under the County Code and finalizes documents with the "County Seal."

Right-to-Know Section 504. Regulations and policies.
Please note that the Office of the Chief Clerk is not a warehouse or repository for all Greene County records. Each department and/or office maintains or arranges for the maintenance of its own records. Requests for records should be directed to the Chief Clerk as open records officer, for the department that maintains the records sought.
- Authority An agency may promulgate regulations and policies necessary for the agency to implement this act. The Office of Open Records may promullgate regulations relating to appeals involving a Commonwealth agency or local agency.
- Posting The following information shall be posted at each agency and, if the agency maintains an Internet website, on the agency's Internet wetsite:
- Contact information for the open-records officer.
- Contact information for the Office of Open Records or other applicable appeals officer.
- A form which may be used ot file a request.
- Regulations, policies and procedures of the agency relating to this act.
